The Scottish Literacy Commission

Scotland is uniquely placed to have a vision for world leadership by doing something for its population that has never been done in the world before: to have a fully literate society

This remains true today: but if any Government is going to achieve a fully literate society it must take some crucial steps at national level which no Government in the world has to date taken.

Tommy MacKay’s work on literacy led to the setting up of the Scottish Literacy Commission in 2008, of which he was a member and for the launch of which he presented the paper, A Fully Literate Society – A Unique Vision for Literacy. The final report of the Commission, A Vision for Scotland, was published in 2009.

The work of the Commission led to the Scottish Government’s Literacy Action Plan and the setting up of a Standing Literacy Commission, the final report of which was published in 2015.
